Deputy Crown Prince and Second Deputy Prime Minister, Prince Muqrin bin Abdulaziz, chaired the Cabinet's session at Al-Salam Palace in Jeddah this afternoon. The Cabinet was briefed on the outcome of consultations held by the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz with King Abdullah II bin Al-Hussein of Jordan, which focused on regional and international developments, particularly the situation in the occupied Palestinian territories and efforts to stop the Israeli aggression on the Gaza Strip. The Cabinet renewed the Kingdom’s calls for a unified global effort to confront the threat of terrorism and the importance of optimal coordination between countries to eliminate scourged of terrorism. The Cabinet expressed its appreciation to the King Abdullah for his support of the International Centre for Counter-Terrorism with an amount of $100 million dollars.
The Cabinet welcomed the United Nations Security Council August 15 vote targeting individuals affiliated the Islamic State of Iraq and Syria (ISIS) and the Al-Nusra Front terrorist groups. The ministers recalled Royal Order of 03/04/1435H which criminalized support for extremist groups and imposes fines and imprisonment of up to twenty-years for all those who participate in hostilities outside the Kingdom or belong to extremist groups, or embraces their ideologies. The Cabinet also commended the final communiqué of the Expanded Extraordinary Executive Committee Meeting of the Foreign Ministers of the Organization of Islamic Cooperation on the situation in the Occupied State of Palestine, including Al-Quds Ash-Sharif (Jerusalem), which expressed the foreign minister’s deep concern over the deteriorating situation and the worsening humanitarian crisis in Gaza Strip because of the continuing inhuman Israeli siege and aggression. The cabinet reaffirms the Kingdom’s support for the Palestinian people pointed out the assistance provided by Saudi Arabia under the guidance of King Abdullah to the Palestinian brothers in the West Bank and Gaza Strip.
Addressing its remaining agenda items, the Cabinet authorized the Minister of Foreign Affairs, or his deputy, to initiate negotiations discuss with Burkina Faso a draft agreement on general cooperation between Saudi Arabia and Burkina Faso, sign it, and then submit the final version for the completion of the statutory procedures; approved the general agreement of cooperation between Saudi Arabia and Kyrgyzstan signed in Bishkek dated on Raby` al-Awal 1435 H. (January 8, 2014) which calls for greater economic cooperation, expand exchange between the two sides, encourage greater cooperation in the fields of education, scientific research and technical sciences through the exchange of information in areas of common interest and exchange of information on scientific research and technology.
After reviewing a report by Minister of Municipal and Rural Affairs, the Cabinet approved a number of procedures that open the way for reputable foreign corporations to work in the Kingdom without a need to subject them to the procedures applicable in the rating agency contractors including the following: the Ministry of Municipal and Rural Affairs, in coordination with concerned government agencies, shall put a list updated periodically of well-known foreign companies to be dealt with in a number of areas related to the works of construction, infrastructure, energy, information technology, maintenance and operation, The Saudi Arabian General Investment Authority (SAGIA) shall qualify these companies and grant them temporary certificates to implement governmental project. The Cabinet approved the agreement with Algeria for the avoidance of double taxation and prevention of tax evasion with respect to taxes on income and capital, signed in Riyadh on 16/02/1435 H.
