Custodian of the Two Holy Mosques King Fahd Bin Abdul Aziz presided over the regular weekly meeting of the Council of Ministers last night, and congratulated citizens, heads of Muslim states, and Muslims all over the world on the advent of the Holy Month of Ramadan. King Fahd went on to speak of the current happenings in Chechnya, and the sufferings of its inhabitants as a result of the war there, calling for an end to the bloodshed of innocent children, women and the elderly, by settling the dispute through peaceful means and avoiding the use of weapons. 

Reviewing developments at regional, Arab, Islamic and international levels, the cabinet welcomed the resumption of negotiations between Syria and Israel, and reiterated the Kingdom's support for Syria in restoration of its full rights.
Turning to domestic issues, the cabinet approved the establishment of the Saudi Electricity Company (SEC), and settled the electricity fund, canceling the system of charges that has been in effect for the past year.
